No service requires another. Whatever you don't take simply isn't in your panel.

Only mail leaving your domain counts; incoming mail is never charged. The figure we bill on is the one our sending provider records, not our own estimate. It's what actually went out, and it's what we can show you if a month ever looks odd.
Why we don't charge per user
With a per-user suite, every new hire raises the bill, and shared mailboxes like invoices@ or info@ end up costing as much as a person. Here you pay for the domain. A mailbox for the summer temp, or one for each machine that sends alerts, changes nothing. See the numbers for 10 people.
